To develop better instruments of governance to solve a critical issue in the field of health-social services for people. The purpose is a comparison with other territories aimed at identifying good practices and/or sharing solutions. The challenge is to integrate services, resources and competencies of the Social Districts and the Health Districts in an Integrated Regional Social Plan. The main idea is to improve the planning and the functionality of the districts at territorial level. The main governance problem to solve: To provide an optimal area for the aggregation and planning of the different social and socio-health functions, to harmonize competences and the territorial dimension to get an optimal ambit.
