The partners of the ESSPO project have designed this self-assessment tool to make a first analysis of the SME support program to improve them in a later stage. During this analysis, ESSPO partners have involved managing authorities, responsible of the programmes and regional stakeholders, etc. ESSPO is financed by European Regional Development Fund through Interreg Europe programme.
What is it about?
This self-assessment questionnaire improves programmes and support services portfolios for Small and Medium Enterprises in European regions. It is designed to provide program managers with advice, ideas, and inspiration for the effective management of programmes for SMEs competitiveness and innovation.
How to use it?
The questionnaire allows individual programme managers (or stakeholders), to carry out their own, independent self-assessment of their programme. The managers have to answer series of statements covering areas key to the performance and development of an effective innovation management support programme. The questionnaire gives a clearly structured picture of the own programme and how to improve the performance.
Content
The questionaire provides a better understanding of SME support programmes with the analysis of the following 3 dimensions:
-    Design of the programme
-    Implementation of the programme
-    Monitoring and evaluation of the services provided
It is composed by 13 questions in total. Most of them with the format of a matrix to give opinion in a ration scale (agreement-disagreement) of questions related to the policy mix, links with strategies, implementation, use of ICT tools, frequency of monitoring, involvement of SMEs in the evaluation, etc. The average time to answer the questionnaire is 25’.
