Summary

To improve policies, investments, value chain based networks, add value & contribute to EU data bases of 2ndary raw materials (especially non renewables) resulting from mining activities.

Description/Issue addressed

Purpose: To contribute to sustainable materials management (SMM) taking into account economic efficiency and in this way, to also strengthen regional economies benefit from 2ndary raw materials (RM) markets.
Problem: While dealing with mining waste has been strong on the regional agenda for a while, focusing on valuable 2ndary RM that can be recovered and extracted form mining waste has not been sufficiently addressed. For example, the recently released roadmap on Circular Economy Strategy (April 2015) indicates, inter alia, that well-functioning markets for secondary raw materials should be strengthened by appropriate actions. In 2ndRC project we focus on non renewable 2ndary RM.
Non- renewable resource extraction now represents over two-thirds of global material extraction with construction minerals making up over 30% of global DEU in 2008, fossil energy carriers 20%, and metal and metal ores 13%. Industrial minerals account for around 2% of global extraction.
The action plans have an overarching priority: to promote business models for the 2ndRM in the partners areas. Within this context, the exchange of good practices (GP) will address (1) Recovery technologies of 2ndaryRMs; (2) Processing and refining methods of 2ndary RMs by increasing the range and yields; (3) Skills and knowledge necessary and effectively addressing GP1 and Gp2; (4) Optimal value chain for 2ndary RMs as a combination of localised & ecosystem-based actions (business model); (5) Regional policies & types of projects addressing in relevant depth resource efficiency and /or 2ndaryRM.
Moreover, as part of its exploitation strategy (1) better mapping and 2ndaryRM flows in the partner areas -essential for regions to focus investments; (2) contribute to the RM EIP Operational Groups and hopefully add one in the non-technology section, e.g. Role of regions; and (3) contribute to the RIS3 implementation literature & GPs, especially from the perspective of entrepreneurial discovery.

We plan to have 9 or 10 partners. At the moment (19.12.2015) confirmed regional partners come from DE, ES, FI, GR, and SK. We consider the partnership closed, and we will review and open again if needed after the 20.1.2016. We will update this site.
We prioritise regions that have been involved in FP7 Promine, or Minerals4EU, and the Raw Materials EIP. Such regions, through the said FP7 projects, have already mapped (if not exhaustively) their 2ndary RM, and this allows to build on the existing information and contribute to the data bases as well; also regions whose regional development programmes and/or RIS3 deal with innovation and resource efficiency, and, even better, if regions have already raw materials policies and associated innovation strategies.

Type of partner looking for

Regional authorities (with a clear rôle in the ESIF as MAs or IBs) and /or regional innovation agencies in close cooperation with the said regional authorities. We plan to have 9 or 10 partners. As also mentioned in preceding §, we prioritised/prioritise regions that have been involved in FP7 Promine, or Minerals4EU, and the Raw Materials EIP. Such regions, through the said FP7 projects, have already mapped (even if not exhaustively) their 2ndary RM, and this allows to build on the existing information as part of the valorisation actions. The regional development programmes and RIS3 of the partner areas need to confirm resource efficiency as an opportunity (mining background) and a valorisation priority (part of the innovation objectives) . Thus regions with raw materials policies and associated innovation strategies are welcome.

In terms of locations, all relevant EU regions with GPs in any of the 5 GP thematic areas mentioned above, plus, mapping of 2ndaryRM and related flows are welcome to contact and discuss. In order to achieve the final partnership, we need to make sure of the synergistic potential of each partner.
