DuMo: a calculation model to map sustainability in combination with the building historic value.

About this good practice
The DuMo calculation model is based on the international Greencalc+ systematic. Listed buildings have different historic qualities and some buildings are more valuable than others. Every part of a building has its own historic value. When the historic value is low, there is a higher number of sustainable measures that potentially could be applied.
Owners of listed buildings want to reduce their energy bill and do something for the environment. How can they do this without harming the historic values of the building?
Specialists visit the historic building and determine the historic value of the different parts of the building. For each building the 20 different strategies of the DuMo model will be applied. For example, one of the strategies is to look for opportunities for compartmentalisation. In one of the renovated buildings, the stairwells, the wardrobe space and parts of the attic floor did not have to be heated. These spaces can act as adjoining unheated rooms and thereby form a thermal buffer between the living areas and the outside air.
The various measures can be weighed using the calculation model. The environmental benefits of all measures are compared with the possible loss of historical values and costs. This way well-considered choices can be made.
Owners receive an advisory report.
The main stakeholders and the beneficiaries are the owners, inhabitants, visitors, companies, National and local government.

Resources needed
The owner pays for the advisory report. There is a low interest loan for sustainable measures. An energyscan like the DuMo report (for large monuments) or Monumentenpaspoort (for houses) is obliged.
Evidence of success
After introduction more than 45 DuMo advisory reports are provided for large monuments. Most of the buildings are improved to label A or B. http://www.dumoprestatie.nl/
The National and local government learned from DuMo and changed their policy considering sustainability and heritage. More sustainable measures are allowed and some municipalities introduced easier permit procedures.

Potential for learning or transfer
The main objective of the VIOLET project is to identify ways to make historic buildings more energy efficient. DuMo is an objective measurement instrument that could be easily transferred to other countries.
In the Municipality of Middelburg a simple and cheap version of the DuMo model is developed. It is being executed by the Monumentenwacht. The People from the Monumentenwacht who already have a lot of experience with heritage buildings are being trained in sustainable measures. HZ University of Applied Sciences developed a training program for them.
